Apparently anyone can grab a tank these days in the trouble Ukraine, check out this video of one driver running amok

A car dash game in Mariupol, a Ukrainian city about 300 miles from the troubled Crimea, captured this tank making a sharp turn to smash through a billboard.

Reports from the disputed region indicated that Pro-Russian rebels have captured tanks and even one report in the New YorkTimes that a WWII era tank was rolled off a monument and was being used.

Now I know nothing about tank physics, having only driven them in video games. But this seems to match up pretty accurately with Grand Theft Auto V.
